By "everyone" meaning the whole world including the Prime minister and other high profile people would have to give a sample and that would be a major security breach. Profiled that mean it would be put on a massive mainframe protected by the government or by some higher international government body. Government laws needed immediately to support my position is the passing of the freedom to give DNA or to deny, due to personal reasons. But a sturdy reason by the government and a warrant must be provided to the individual before extracting any sort of DNA from that individual.
