The other actors are however constantly undermined by Quebec, and some of the causes of their discontent are with Quebec and the way they seem to attract greater concern and attention off the federal government. Ultimately the central government is set on symmetrical federalism, therefore it will always be difficult for changes in the constitution to affect just on province, territory or group.
