He also changed the 18th Amendment and lowered government salaries and pensions to keep the promises he had made. He also created many relief legislation laws, such as the Works Progress Administration, the Civilian Conservation Corps, the National Youth Administration, the Civil Works Administration, and the Federal Emergency Relief Administration. These and many recovery and reform legislation were all part of his New Deal.
