The use of coercive intimidation to achieve political goals - is now a part of our everyday lives: we live with it, we are confronted by its manifestations on all of the media, and if we are unlucky we even experience it. And yet, despite our natural horror, it increases. The problem of terrorism is not going to disappear, and the issues that it raises will increasingly dominate our thinking about our society.
