This abused power usually hurts or humiliates someone. Everybody in the school recognises the abuse but higher authorities are never notified of it. If all the people affected by the abuse stood up and said something like Jerry did it would have an impact and something could be done about it. But seen no one did, it gave the protagonists more power because they knew they could get away with everything and push the boundaries.
